The two chemicals are generally used in different applications.
Chemworld 1337 is an Oxygen Scavenger, It's used when you have fresh oxygen entering the system like a Steam Boiler.
Chemworld 2338 is a corrosion inhibitor for closed loop systems. Closed Loop systems don't require Oxygen Scavengers because there is no source of fresh oxygen.
