It appears that Antifrogen L is an Inhibited Propylene Glycol and Antifrogen is an Inhibited Ethylene Glycol. Both coolants have a very specific inhibitor package.
Our Glycols will be similiar but they are not equivalents. We would need to know more on the coolant requirements for your chiller to provide a more specific answer.
