Can I pour this into wall space between exterior wall and sheetrock? I don't want to remove sheetrock.

I discovered the house I bought main water line comes in the house on an exterior wall. I could cut the sheetrock and apply spray foam or use fiberglass to insulate the pipe - or taking an easier approach and pour your product between the exterior wall and the sheetrock. It is a finished basement and I'm trying to not have to cut sheetrock.

CW-IEG-55 is an Inhibited Ethylene Glycol that's used as an Antifreeze. It will not work to insulate your pipes from the outside. It's generally added to the inside of a water system to prevent the liquid from freezing.
